The Northwest Territories Public Utilities Board (NWT PUB) is an independent regulatory body responsible for regulating public utilities operating throughout the Northwest Territories. As part of its mandate, the Board follows a quasi-judicial process to review, manage, and respond to applications submitted by public utilities under the Public Utilities Act.
Telkoware partnered with the NWT Public Utilities Board to modernize its public-facing website and digitize its application and document management processes. In addition to revamping the existing website, our team designed and developed a comprehensive Document Management System (DMS) that replaces several manual administrative processes with a centralized, secure, and streamlined digital workflow.
The solution consists of two primary components:
1. Administrative Portal
The secure administrative portal enables the Board Secretary to create and manage regulatory applications, organize supporting documentation, and provide authorized access to applicants and interveners.
Through the portal, the Board Secretary can:
* Create and manage new regulatory applications.
* Provide applicants and interveners with secure login credentials.
* Assign appropriate access permissions for uploading documents.
* Create and manage mailing lists for applicants, interveners, Board representatives, and other concerned parties.
* Manage documents and communications associated with each application.
2. Public Application & Document Portal
The public-facing web application provides convenient access to both current and archived regulatory applications and associated documents. Members of the public can easily search, view, and download available documents and submit feedback related to applications.
To improve document accessibility and information discovery, uploaded documents are automatically labelled, categorized, and indexed, allowing users to quickly search, sort, and locate relevant information.
AI-Powered Document Search
The platform is also integrated with OpenAI technology, providing an intelligent way for users to explore complex regulatory documentation. Users can ask questions related to an uploaded application and receive relevant information based on the documents associated with that application, making large volumes of regulatory material easier to navigate and understand.
By combining a modern public website, centralized document management, workflow automation, advanced search capabilities, and AI-powered information retrieval, Telkoware delivered a solution that helps the NWT Public Utilities Board improve operational efficiency, enhance public access to regulatory information, and streamline collaboration between the Board, applicants, interveners, and the public.
